The second stakeholder workshop within the Legal Accessibility project was held in the city of Győr, at the Győr-Moson-Sopron County Council (3 Városház square) to which stakeholders active in cross-border cooperation in the Austro-Hungarian and Slovak-Hungarian border region were invited. In the form of a round table discussion, two associates of CESCI were collecting information on the legal obstacles, deficiencies and best practices experienced by local actors.

The meeting was held on the 2nd of February 2016 and attended by 13 participants in the following sectors and fields:

• health care: Hungarian National Ambulance Service, Medical Centre of Sopron
• labour and employment policy: Győr-Moson-Sopron County Government Offices’ Head Department for Employment, Vas County Government Offices’ Head Department for Employment
• police and border police: Győr-Moson-Sopron County Police Headquarters
• disaster management: Győr-Moson-Sopron County Directorate for Disaster Management
• local government sector: Győr-Moson-Sopron County Council, Győr-Moson-Sopron County Government Office, Municipality of Bőny
• European grouping for territorial cooperation: Arrabona European Grouping for Territorial Cooperation.

Health care was a problem often mentioned, more specifically three areas within it: the discovered legal obstacles concern cross-border patient transportation, financing foreign citizens’ hospital treatment in Hungary, as well as employment of foreign citizens in the Hungarian public sector. Another significant topic besides health care was labour, where equivalence issues, the difficulties faced in the recognition of professional qualifications and bureaucratic naturalisation of documentary evidence, as well as the differences in regulations between the two states concerning simplified employment were mentioned by the participants. Another problem is assuring the various services related to employment and residence, as well as the certification of the right to these social and other services. Two best practices were presented in the field of border police and police authorities: common duty stations for contact maintenance and consequent cross-border law enforcement. Last but not least, among the encountered obstacles we have to mention a problem within public transportation, namely that of cross-border international bus-lines, as well as the unsolved issue of the pre-financing of international EU projects for local governments.
